Make it not necessary to have an Oshawa driving instructor plate for road test

It is now mandatory for all driving instructors to have a valid Oshawa plate in order to have their students to complete a road test. This is not done anywhere else in the province of Ontario. So why should the city of Oshawa be able to do this. We need it make it possible for any driving instructor to simply bring their students for road test without an Oshawa plate. Please see link below:

As quoted:

"All driving schools with a physical business location within in Oshawa must be licensed under Schedule "Q" of the Licensing By-law 120-2005. If a driving school’s storefront is not located in Oshawa, they do not need a driving school licence, but their instructors may be required to possess valid Oshawa licences.

All driving school instructors who operate in Oshawa need a licence, even if their driving school is located outside of the City. If a driving instructor and their vehicle enter into Oshawa to bring students to the DriveTest Centre in order to complete a road test, the driving instructor is considered to be operating in Oshawa and does require a licence."
