In March 2019, Nanaimo City Council passed a bylaw allowing for overnight shelter in Bowen Park among others. Since then, there has been SOME tenting in the park by homeless people. But now, since the eviction of the Wesley Street encampment following tent fires and propane tank explosions at the camp, these squatters have disperesed throughout the City setting up larger encampments in other areas - Bowen Park is one of them. We the residents and tax-payers of Nanaimo ask that the City of Nanaimo Mayor and Council add Bowen Park to the list of prohibitted overnight camping locations. Bowen Park is an iconic greenspace in the heart of the City. The park is both a refuge for wildlife and a place for residents to recreate. We do not want to see the viability of this park and the surrounding neighbourhoods threatened. People are already avoiding the park becuase of the rise in squatters there, and parents have voiced safety concerns about having their children play in the park. We also fear that these new encampments will pose a fire hazard to the park which threatens wildlife habitat, heritage trees, and endangered species. Any fire in the park could also easily spread to nearby residences that border the park. Bylaws are supposed to protect people's property rights and the right to the enjoyment of one's property. The bylaw as it stands now is a threat to Bowen Park and the neighbours of Bowen Park.
