STOP THE ZONING AMENDMENT

The application to amend the official plan and zoning by-laws to rezone the properties on 257–263 Springbank Drive to allow for a six-story apartment building is objectionable to the neighbours of Kensall Park for the following reasons (this is an incomplete list):

1. The proposed amendments are not in compliance with the London Plan on a minimum of 24 items affecting landscaping, community safety, traffic safety, parking allowances, and proximity to neighbours. These omissions would make the site less desirable to us and the future tenants of the building.

2. It would be a jarring transition from small, mostly one-floor, single-family homes to multi-story apartment buildings. The substantial increase in population density from about 500 homes in an area from the cemetery to the Coves north of Springbank is inconsistent with the culture of the neighbourhood. There are only about 70 homes within the Forest Hill/Wildwood “U”, so the building represents more than half of the existing homes. Combined with the proposed 15-storey high-rise on the south side of Springbank, we will be completely overwhelmed.
3. There will be a significant increase in traffic congestion and attendant noise. This increase will also make it extremely difficult to enter and exit our street via Springbank Drive. Lack of parking capacity for the building will likely result in more on-street parking making navigation on foot or by vehicle more dangerous.
4. The building seems too large for the space. Insufficient empty space means that the apartment parking lot and some shrubs will be at the fence line of the closest house. Lights from overhead and parking cars will illuminate the darkness and car alarms will disrupt the silence.
5. More vehicle traffic and pedestrian activity will disturb the wildlife and cause a reduction in the green landscape. We are adjacent to the Coves, an environmentally significant area, where herons, egrets, kingfishers, and other waterfowl, as well as coyotes, foxes, hawks, possums, raccoons, chipmunks and many other animals make their home. We cherish that about our community.
6. People fear that this amendment will be used as a wedge issue to alter the character of the neighbourhood and fill up Springbank Drive with many more apartment blocks. While we don’t oppose change and progress, it should be done with balance, delicacy, and attention to the current attributes of the neighbourhood and make an effort to meld not affront.


We ask that City Council deny this application and follow their official London Plan.
We would like to see designs that fit the scale of the property.
We would prefer to see more services for the area, such as cafes, small shops, and restaurants instead of large apartment blocks.
