Remove Festering Dumps in the FL Keys - Purposely Ignored Threats to Health & Environment

Florida Keys Environmental Coalition started this petition to City of Key West and

Monroe County is home to several poorly documented landfills that never had the benefit of modern engineering and construction techniques, therefore these dumps have none of the safeguards in place that permit a “sanitary” landfill to operate today.  Without a liner to collect leachate, liquids migrate through porous limestone below and into nearshore waters. 

These dumps are purposely ignored by the state of FL and the FL Department of Environmental Protection (FDEP).  The FDEP has been reluctant to prioritize the dumps as a concern due to “a lack of complaints”.  Yet, the FDEP does not have a complaint form, or system for accepting complaints for this type of problem.

On Stock Island the dump was in operation for over 50 years and stopped receiving waste in 1993.  The landfill, notoriously referred to as “Mt Trashmore” by locals, has never been core sampled to determine what is buried there and the condition of over 1 million cubic yards of waste.  Not surprisingly, in a FDEP public notification dated 2017, the Gerald Adams, Elementary School, built adjacent to the dump, was warned of heavy metals and petroleum-related constituents that required further action and additionally noting elevated VOC and Methane levels. Still the FDEP ignores the warning signs and continues an out of sight out of mind policy!

The FDEP does not even own a monitoring device that can properly measure the Hydrogen Sulfide levels to the EPA safe standards in parts per billion. Hydrogen Sulfide is one of the primary gases produced as organic compounds breakdown.

The Keys are also known as the Florida Keys National Marine Sanctuary, and the third largest reef in the world that we are witnessing die the death of 1000 cuts.  We need to start healing those cuts where we can!  These dumps are yet another manmade cut, that are highly likely leaching toxic pollutants and even possibly pathogens, into our nearshore waters.  It has been ignored and purposely whitewashed far too long!

By signing this petition, we are telling the City of Key West, the Monroe County Government and all State and Federal jurisdictions and agencies that the only side we stand on is that of protecting the ecosystems of the Keys and our Reef.  

Faced with uncertainties of what lies beneath and the threat it presents to ourselves and ecosystems, and the poor history of less than thorough investigation and monitoring of these non-engineered landfills sites, we demand that detailed independent assessment be done and mitigation of all potential leachate into our nearshore waterway, and dangerous vapors into our air proceed immediately.  We insist on timely, safe, complete mitigation and removal of each of these sites from the Keys.   HEAL THE CUTS!
