Collins road sidewalk between Blanding Blvd & Gate gas station

Many local residents are placed at risk every day while walking, bicycling or riding motorized chairs along the east bound side of Collins Road between Blanding Blvd and Whispering Pines Drive, due to there not being a sidewalk. When it is raining, many people walk close to the road to avoid the wet, tall grass on the side of the road and multiple people have been hit by cars or bicyclists. Recently, a disabled man in a motorized wheelchair tipped over into the ditch due to having to ride on the shoulder in the dirt and was trapped for approximately 10 minutes before anyone noticed him lying on his side. Several people had to work together to upright him and get him back on solid ground. He was riding on the shoulder because he said when he was on the road, people in cars would honk, curse and come close to hitting him. I have contacted the Right of Way dept on the City of Jacksonville website and was told a request would be put in, however, if this area meets the requirements, a 75% petition approval from residents in the area, on both sides of the street, would be required to make this happen.
