Change the Columbia Heights (MN) Winter Parking Ordinance for 2020-2021 Season
The City of Columbia Heights MN has an ordinance regulating overnight parking. This ordinance makes it unlawful to park any vehicle on any street within the City between the hours of 2:00 and 6:00 AM from November 1 through March 31 unless a permit has been issued for that vehicle. Permits are not granted to occupants of rental housing and permits are not available for last minute guests. People who live on an alley have different issues than people with a driveway. Sometimes people forget to move their car (me). For me personally - the winter parking ban is an annoyance however for others, they do not have place to park in the winter. Instead of focusing on their family and getting to work like everybody else; they must find a place to park their car overnight. or pay a ticket or get towed. Winter parking is not the only parking issue however it's the one with the biggest impact. We all want the city streets plowed in a timely manner however I think we can do better for everyone. I am asking you to sign my petition to determine interest in seeking a change for next year. If we have enough interest from registered voters; I can pass along the interest to the city council or I can take the lead to form a 5-person committee (of registered voters) to propose a solution for all*. Please support and sign my petition. Must be a registered voter in Columbia Heights, MN.
*Possible changes can be as small as after hours access to one-night permits or removing the "specific vehicle" restriction for a one-time permit or charging for a long-term permit for people that "don't qualify" based on current restrictions imposed. Funds that can be used to offset additional costs. Or we can try for a new policy. Not everyone has Facebook or Twitter. Announcements for the holiday parking relief doesn't reach all residents. Open to any and all feedback. I am planning to do some research and send out a survey to signers.
