Cheney-Hammond speed control

At this moment, the speed limit in Cheney is 60km/h with no 4 way stop in the village.
Cars never follow the speed limit. OPP can stop over 5 people within 1 hour for speeding.
Many kids walk these streets to get to the park. Many owners walk their dogs for long walks up and down this street since there are no dog parks. With no side walks, people need to walk on the street shoulder.
Last week a dog was hit by a car who drove off. This incident could've been avoided if the car was doing the limit. Many kids run towards the street and a car coming at 80km/h would not have time to stop. (I say 80km/h because the average driver does not slow down through the village)
Reducing the speed to 50km/h will at least bring the speed down. Including a 4 way stop at the corner of Russell rd and Drouin would also reduce speed going through since cars would have no choice to stop. Or at the street of the park.
Drouin road has a limit of 50km/h, why shouldn't the rest of the village.
Every other little town around has a speed limit of 50km/h. (Bourget, limoges, rockland, hammond, vars, curran, etc.)
It is just an amount of time before someone's child gets hit. We shouldn't have to wait for that to happen to make a change.
