This change will help bring balance to the league and help put teams in the appropriate division. Following the leagues own rules the Goonies/ take flight should move down to d3 and the Mambas should be in d1. 

After speaking with other captains, they agreed with the proposal above. Other possible solutions would be to add another team off the wait list (charleston kings) or bring a d3 team up to d1.
