Re-Open Ballarat's Civic Lower Hall as a Live Music Venue

The structurally sound 'Lower Hall' behind Ballarat's Civic Hall is a compact and manageable gem of a space which can easily be refitted for today's needs as a live music venue servicing up to approximately 420 peeps (370 seated and another 50 standing).
It is user friendly, acoustically tight, easy to light, fast and affordable to fit out. It has a great entrance foyer, a perfect long lobby and bar area for socialising (pictured above), side rooms ready to be reopened as toilets, technology, cloak and storage rooms, plus bar, kiosk, kitchenette and cold room areas.
It could become Ballarat's own little version of the Corner Hotel at Richmond. It has the ideal capacity for a rock venue: Not too big - Not too small. This means a solid crowd could be entertained within an ambient, but not too precious, environment, and strong acts could sell out. In ticketing terms this is attractive to touring acts.
In the interests of this generation and future generations of youth (especially as Ballarat's population grows), this space should be retained, refurbished and reopened.
Our young people should not have to spend time, money and risk their personal safety travelling to and from Melbourne to see independent, alternative, niche or indeed any type of live acts. It could even be used as a youth activity centre in the daytimes.
A wider range of entertainment could be drawn toward Ballarat if we start by equipping and allowing this place (which we already have) the capacity to cater for potential demand, and then let the world know that we are open for business on the live music scene.
State government buildings can still be built to the North East of the Civic Hall site. Smart architects and engineers can simply build around the Lower Hall. No biggie.
Please give the people of Ballarat what they need now and for the future, and that is a thoroughly revitalised 'Lower Hall'!
