Hot water in our home

My girlfriend and I bought a home in June. When we went to turn on the gas UGI told us that the gas line from the street to the house was removed when the road was dug up due to the house being vacant for so long. UGI told us that it was no charge to us from the street to the out side wall of our home, but it will take 6-8 weeks to have the road dug up. We started the process right away (in June). On Aug 29th 2017 I had called UGI to find out an update on the process. They had told me that every thing on their end is done they are waiting for the city of Allentown to approve the permit to give them a call and try to speed it up. Well I called city of Allentown and spoke to the man who is in charge of the permits for this type of work. He had told me that the road was recent paved and with that the road can not be dug up for 5 years and told me that I will have to convert my house in to electric hot water and heat which is over 2000$ to do. We are unable to shower in our own home we never were able to shower. The weather is changing and it's going to be cold soon and we have no heat. I'm trying to get the word out to go against city of Allentown for them to do their job! Please help my family be able to live in our home the right way!!
