Reason for this Petition:

With rising Lake Michigan waters and increasing erosion of the Lake Michigan shore, the Town of Long Beach is under pressure to quickly issue permits to lakefront property owners who built homes too close to Lake Michigan and are now seeking to build seawalls and boulder revetments to protect their private property. This includes pressure on the Town to allow the construction of poorly-designed vertical steel piling seawalls that worsen erosion on both private property, Town-owned access properties, and the State-owned public trust beach. It also includes boulder revetment proposals that will take the place of natural dunes to a greater extent than necessary to protect lakefront homes. These structures will occupy and limit public access to the public trust Lake Michigan shore for generations to come. Therefore it is essential that Town Building Permits require good design and construction practices and also require that the public's right of access to and use of the public shore is not unreasonably impeded.

Petition:

We, the undersigned signatories to this Petition, urge the Town Building Commission and Town Council of the Town of Long Beach to resist pressure to act hastily on permit applications for shore protection structures and remember that is is their duty to fully and transparently enforce Town ordinances intended to protect the natural Lake Michigan dune environment adjacent to the Town to the maximum extent possible and to protect the interests of all Long Beach residents in the use and enjoyment of the Lake Michigan shore.

In particular, the Petitioners urge the Town to do the following with regard to all proposals for seawalls, boulder revetments and other shore hardening structures:

1. Ensure no construction will take place below the natural Ordinary High Water Mark;

2. Only permit lakefront structures that are the minimum necessary to protect endangered homes and public structures and that minimize damage and erosion of the dunes and public beach to the maximum extent possible;

3. Ensure full restoration of the dunes and beach from any immediate and long-term damage caused  by the construction of these structures and related construction activity, including replacement or mitigation for lost vegetation; and

4. Require that seawalls, boulder revetments and other shore hardening structures be designed to include stairways and pathways over and across such structures such that all residents retain access to the Lake Michigan public trust shore.
