There are thousands of cars in Hawaii sitting and rotting away. The costs of towing them are high and the price of scrapping them is low. Many of these cars are functional or can be repaired. These cars can be on the road stimulating the local economy with insurance, getting gas, serviced at stations. These cars can help individuals find work, create work via delivery or rideshare services, and contributing to all of the consumer needs that come with owning and operating a car. 

Residents that own cars with back taxes for one reason or another find it difficult to sell their vehicles let alone register them because some of these back taxes can run into the thousands. The Covid-19 Pandemic has effected everyone. Why not waive back taxes penalties for a period of time to get these cars out on the road? 

In the same way, back taxes can be waived for the military, temporarily waive them for residents. Give them a limited time to register their vehicles with all penalties forgiven. As it is the cars eventually end up illegally dumped or contribute to waste on the island that has no real scrap metal value.
