This proposal consists of three parts:
1: Empowering the Cincinnati Citizens Complaint Authority to directly report wrongdoing officers to the District Attorney if the Police Chief is unable to act. This policy was implemented in Northern Ireland at the end of the fighting and saw its police department, previously known for brutality, transformed into one of the best in the world, with a supermajority of citizens on both sides of the community divide supporting their law enforcement within a decade of implementation.
2: Create a system by which law enforcement officers can anonymously report misbehavior or infractions by their fellow officers to the DA
3: End qualified immunity for law enforcement.
