We the undersigned, call on Representative Rosa DeLauro to explain to her constituents why she withdrew her co-sponsorship of H.R 2407, a bill that seeks to promote human rights for Palestinian children living under Israeli military occupation as well as, “prohibits U.S. taxpayer funding for the military detention of children by any country.”https://nwttac.dci-palestine.org/hr2407_co_sponsors Most importantly, we urge her to stand by her original decision and to co-sponsor H.R 2407. 

On June 10, Rep. Rosa DeLauro signed on as a cosponsor of H.R.2407 - Promoting Human. Rights for Palestinian Children Living Under Israeli Military Occupation Act. On June 20, she abruptly removed herself from the list of co-sponsors without explanation. 


Supporting this bill, H.R 2407, made it clear that you, Rep. DeLauro were taking a progressive stance at promoting human rights across the globe. Your co-sponsorship made it clear that you not only stand for detained children on our U.S/Mexico border, but also for Palestinian children detained within the occupied West Bank. Your support of this bill sent a clear message that under your watch, Americans would not foot the bill for the abuse, torture, interrogation, and dehumanization of Palestinian children under Israeli Military law. Lastly, you made it clear that whether an injustice occurs here on American soil or abroad, Americans stand for human rights and justice everywhere.

Unfortunately, it is no longer clear to us if you truly stand for the human rights and dignity of children everywhere.  We know that it is politically expedient to stand against Trump and his human rights violations at the border. We also know that even progressive politicians are comfortable with ignoring the plight of the Palestinian people; even those as young as 7 years old who are kidnapped in the middle of the night and detained.

We the undersigned will no longer allow legislators who are progressive except when it comes to Palestinian rights to claim that they are progressive at all. The lives of Palestinian children deserve the same consideration of all of the world's children. Without it, we are left with a morally bankrupt government that can not be entrusted with the charge of the pursuit of liberty and justice for all. 

We count on progressive leaders such as yourself to stand up against injustice and to speak out for the most vulnerable. By not supporting this bill you are complicit in the violation of international humanitarian law. By withdrawing support you are turning your back on the Palestinian children who face years of trauma and violence simply for existing. By withdrawing support, you are perpetuating the inhumane and degrading acts of a right-wing government in Israel who has repeatedly and consciously broken international law. 

The bottom line is American taxpayer money should not be going to the detention of children or used in any way by any country, including Israel in which there is a clear and utter violation of human rights and international law. On top of the Israeli military killing Palestinian children at on an average pace exceeding 1 Palestinian child per week in 2018 alone according to Defense for Children International, Palestinian children are subjected to military law whereas Israeli children including Israeli settlers never encounter military court or law. Palestinian children are detained majority of the time in the middle of the night, interrogated without a parent or lawyer, beat, tortured, put in solitary confinement, and at times, forced to sign confessions written in Hebrew, a language many Palestinian children do not understand. <a href="https://www.dci-palestine.org/" rel="nofollow">https://www.dci-palestine.org/</a>

Israel’s military on average arrest and prosecute 500-700 Palestinian children between the ages of 12 and 17 each year, where on top of the abuse and interrogation Palestinian children also “undergo trials in military courts that lack basic guarantees of due process.” <a href="https://theintercept.com/2019/05/01/betty-mccollum-israel-palestine-children-bill/" rel="nofollow">https://theintercept.com/2019/05/01/betty-mccollum-israel-palestine-children-bill/</a>

This is an easy choice. If you stand by the progressive values you say you do, If you are truly a human rights champion, if you are a leading voice against the abuse and detention of children by any government under American watch and funded by American tax dollars, then you would support H.R 2407. It is time, for a bold stance; it is time to stand on the right side of history.
