People With Disability Are NOT A Bargaining Chip - Stop Caps On NDIS Participants

Our petition is to ensure that:

  • People With Disability are not treated as a bargaining chip in funding negotiations between governments
  • Minister Porter not block the access for new eligible NDIS participants to the Scheme in the ACT or any part of Australia
  • People With Disability are not harmed or disadvantaged by negotiations in the ACT or any other State/Territory
  • A full, fair rollout of the NDIS continues

Over recent days there has been news that the NDIA is no longer accepting new participants into the NDIS in the ACT.

It has been confirmed by the ACT Community Services Directorate (CSD) that this is the case. CSD Director-General Michael De'Ath has stated "it was recently brought to the attention of the Community Services Directorate that the NDIA was advising clients that no new planning meetings will be undertaken in the ACT".

This is believed to be because the NDIA's target number of participants for the ACT was 5075 and this number has now been reached. In September, the NDIA celebrated their 5000th participant with no mention that the Scheme would be closed to new participants after the next 75 people joined the NDIS.

Both Director-General De'Ath and Federal Minister Christian Porter have stated the NDIS is not a capped Scheme. However in acknowledging that the NDIS is not capped, Minister Porter has stated to the ABC an intent to renegotiate with the ACT following the election.

The ABC quotes Minister Porter as stating "The NDIS is not a capped program and so following the ACT election, governments will agree on arrangements for bringing in additional participants," (emphasis added).
