Bring All Civilian Militias in the U.S. Under State or Federal Control or Disband Them

In light of the most recent civilian militia activities in Charlottesville, VA, and other militia activities in recent years (Bundy standoff on Federal land, bomb plot in Garden City Kansas, etc): We need Federal legislation introduced to ensure all civilian militias in the United States are immediately brought under either State or Federal authority, or they are disbanded.
The Second Amendment of our Constitution states: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed." The existence of a militia and its attendant right for individuals to bear arms, is for the security of a free state (nation). Militias operating outside of being "well regulated" are instead a threat to the nation and it's citizens. Without regulation armed civilian militias are dangerous instruments of intimidation, coercion and terror.
The Second Amendment was written to maintain civilian preparedness for our nation's defense, not to rationalize the militarization of fringe politics or hate groups. We need Federal law which respects the intent of the Constitution and safeguards the freedom of our citizens; for our safety, militias must be well regulated. Any militia not submitting to regulation by either their State authorities or the Federal Authorities, must be disbanded.
