In pursuant of CHRA mandate to represent  and supporting the residents of Harare through advocating for transparent, accountable local governance as well as delivery of quality and affordable  municipal services.

While we support innovation around waste management we do hereby oppose the Georgenix Waste to Energy Project based on the following reasons; 

  1. No consultations conducted- Residents and Rate payers of Harare who are supposed to be beneficiaries of the project were not consulted and the project was "imposed"on the people of Harare.
  2. Exploitative provisions on the Memorandum of Agreement - some of the provisions on the memorandum of agreement between the City of Harare and Georgenix are not financially sustainable and not fair for the City  of Harare
  3. Absence of the feasibility study report- To assess weather the project is doable and financially sustainable for the City taking into consideration our economic context and the financial position of the local authority.
  4. sustainability- The project will not pass the sustainability test premised on three pillars of sustainability, that is economic viability , social equity, environmental protection .

We therefore recommend the following ;

  1. Termination of the Memorandum of Agreement because the deal is not of real benefit to the City of Harare, and review of the MOA.
  2. Decentralization of waste dumping from Pomona through the opening of new dumpsite in southern and western parts of the City.
  3. The City of Harare should invest in clean energy sources to augment power supplies at its water treatment and sewer reticulation plants.
  4. Ring fencing the refuse collection account, that is revenue for refuse collection should finance and only be used in refuse collection and solid waste management.
