The local planning authority (Chorley) recommend refusal of the application (13/00034/FUL) to turn a dilapidated former battery hen business with 14000 sq ft of derelict barns and 17.9 acres of grazing land into a centre of excellence for the breeding of dressage horses.
This move to refuse is against popular (local and national) support and does not complement the governments National Planning Policy Framework that states local planning authorities must "Positively seek opportunities to meet development needs” being “Committed to securing economic growth in order to create jobs and prosperity, building on the country’s inherent strengths”... Dressage team gold and individual gold and bronze at the 2012 Olympics suggest strength.
The NPPF calls to “Support growth and innovation” yet even on a small scale such as this application there is resistance? The government must support its own national policies when a local authority contradicts it with resistance against this application and others like it.
Chorley council should embrace this project as an important and positive step for its rural economy.
