Request a safety steps for cyclist and pedestrian along Delta de Anza trail

I am writing to you on behalf of the Delta Pedalers Cycling, Delta Valley Velo Cycling Club and Team Bikes 4 Life Cycling Club which consist of East Contra Costa communities of Byron, Discovery Bay, Knightsen, Brentwood, Oakley, Antioch and Pittsburg regarding the safety of the Delta de Anza trail.

The Delta de Anza trail is a vital thoroughfare for bicycle commuters, as well as, a popular recreational route for many getting their daily exercise after work. For some time we have been seeing an increased number of reports of harassment and a general degradation of the safety along this trail through Antioch and Pittsburg. In particular, it is our belief that a section of the Delta de Anza Trail near the Turner School in Antioch has become very dangerous for all cyclists.  

A very sad and sobering recent example occurred on Wednesday, July 29, 2015 at 8:30 am when a local cyclist on the Delta de Anza Trail was attacked, severely beaten, and robbed at gunpoint. The cyclist was hospitalized and is lucky to be alive. We respectfully request an action plan be created to help resolve this matter, and address our concerns. The Antioch and Pittsburg police departments have clearly stated that the trail is outside their jurisdictions and both refuse to take any action. They have advised us to address our safety concerns with the EBPD's police.  We expect that your department is in the best position to determine the necessary steps to increase cyclist and pedestrian safety along this trail, but please consider assigning more patrols on this dangerous section of trail between the hours of 4:00 p.m. and 8:00 p.m. when we seem to be having the most problems. 

On this same trail just west of the above incident, a Pittsburg Police Officer, Larry Lasater, was shot and killed in the line of duty in 2005 while chasing a bank robber. (https://www.odmp.org/officer/17741-police-officer-larry-elwood-lasater-jr)

We implore you to let the cycling and pedestrian community know what your plans are to improve the safety for citizens using this valuable public resource.  If left unsecure, this segment of trail will soon be abandoned by the law-abiding public and is destined to become a dangerous, blighted area, a liability, and a horrible reflection of the police department and our community.  

The Delta Pedalers are the oldest cycling club representing East Contra Costa County and are part of the Adventure Cycling Association.  We advocate for cyclist in East County in all attempts to make bicycling safer for all cyclist.  This includes adults and children who are striving to encourage cycling as a means of transportations.
