Chief Minister of Punjab, Pakistan: To order a judicial inquiry into targeted political Assassination of Sardar Arif Shahid.

Introduction                                                                                               

Sardar Arif Shahid (Shaheed) was a respected and renowned Kashmiri leader, author, peace activist and Central President of Jammu Kashmir National Liberation Conference and Chairman of All Parties National Alliance (APNA), Jammu Kashmir. He was murdered outside his residence in a targeted killing in Rawalpindi, Pakistan on 13 May 2013.

Mr. Shahid's family, friends, civil society, human rights activists and people in Azad Jammu Kashmir (AJK) widely suspect that he is a victim of targeted political assassination, allegedly by elements of Pakistani security agencies engaged in extra judicial killings, harassment, detentions and forced disappearance of political and civil society activists in Pakistan and Azad Jammu Kashmir. Background

In very recent past Arif Shahid has been detained in Mipur Jail (11/01/2013) for being host to two fellow civil society and peace activists from Jammu: Davinder Singh Behal and Vijay Abrol. This detention was allegedely under pressure of Pakistani security agencies and after the intervention and direct orders of the Prime Minister of AJK, he was released along with his guests without any charge on 16 January 2013.

His name was placed on Exit Control List (ECL) because of his active role and building networks among all sections of nationalist political groups within AJK and Gilgit Baltistan, and his involvement in peace building and conflict transformation initiatives in Indian administered Jammu Kashmir. The Chief Justice, Islamabad High Court ordered on 06 December 2012 to delete his name from ECL but he was not provided with his passport. He was currently undergoing court proceedings against him for publishing a fortnightly magazine “Naya Kashmir”, Re: DCO, Rawalpindi Order No. 14/DCO/Press, Dated 17/03/2012.

 Justice for Arif Shahid’s Campaign Calls for Action

The members of Arif Shahid's family claim that they have information that he has been receiving threats to his life and continuously harassed, intimidated and constantly watched and followed by unknown personals allegedly agents of security agencies of Pakistan.

Arif Shahid's family members, friends, and members of 'Justice 4 Arif Shahid (Shaheed) Campaign', and Kashmiri people want an immediate action to bring the killers of Mr. Shahid to justice. They are demanding a judicial inquiry into targeted assassination of their beloved son of the soil and a leader of national independence movement in Jammu Kashmir. 

 If judicial enquiry is not constituted within seven days, then Arif Shahid’s family, friends and members of ‘Justice 4 Arif Shahid (Shaheed) Campaign’ will consider this yet another case of a targeted political assassination.

 The Justice 4 Arif Shahid (Shaheed) campaign aims to;

a-  Hold the authorities to account on their failure to respond in time and continued inaction to bring all the offenders involved in targeted assassination of Sardar Arif Shahid (Shaheed) to justice through judicial inquiry into the murder of Mr. Arif Shahid.

b- Build a strong network of organisations and individuals to empower the voice of political, human rights, peace and civil society activists for an open society in (Azad) Jammu Kashmir and Gilgit Baltistan.  

How you can help

2- Write, call or text to your members of assembly or parliament and ask them to write to;

 a)  The Chief Minister of Punjab/Pakistan to conduct judicial inquiry into the targeted assassination of Sardar Arif Shahid

b) The Government of (Azad) Jammu Kashmir to provide legal aid, safety and security of life to Victim’s family and depute a senior level AJK Police officer to coordinate investigation and prosecution with Punjab Police in pursuit of bringing all the offenders to justice; and formally write to Govt. of Punjab to establish a judicial inquiry into targeted assassination of a political leader and an AJK citizen in Pakistan.

c) The Government of Pakistan to ensure right to life, liberty and security of Kashmiri nationals in Pakistan, and to end alleged harassment, detentions, forced disappearance and targeted political assassination of Kashmiri political, human rights, peace and civil society activists in Pakistan or in AJK and Gilgit Baltistan.

Therefore, I am asking you;

1- To order a judicial inquiry within seven days into the targeted assassination of Sardar Arif Shahid, Chairman of All Parties National Alliance (APNA), and to direct officials to ensure that the process should be completed within 21 days.

2- To ensure that the Judicial inquiry must consider and investigate all aspects and connections leading up-to this cold blooded targeted political assassination of Kashmiri political leader and to press upon local administration to take immediate and appropriate action to bring the killers of Arif Shahid to justice, and

3- To press upon local administration to take immediate and appropriate action to find and bring the killers of Arif Shahid to justice within 15 days.
