Are you safe in PG accommodation?
As per reports, most of the PGs do not follow any kind of safety guidelines issued by the authorities and hence compromise with the safety and security of the tenants. Thefts, robberies and incidents of ladies being sexually assaulted(including rape) inside the PGs are reported frequently. The infrastructure around the PG is also a major concern, people who work in the late night shifts and those who are night travelers are very much vulnerable to attack and robbery. IT/ITeS Employees Centre(ITEC) demands the government to implement necessary legal frameworks to improve the living conditions of the inmates who resides in the PG.
The only legal regulation, at present, which covers PG accommodations is Karnataka Municipal Corporations Act, 1976. Sections 343 and 353 of this Act mandates the PG accommodations to procure trade license from BBMP. But, majority of the PGs in Bangalore are not registered under BBMP (Less than 1000 out of 15000) as mandated by this law. This piece of law is gravely insufficient to regulate the ways in which a PG accommodation operates. There are no grievance redressal mechanism devised through this or there is no monitoring performed by any agency on PG facilities.

⦁ Comprehensive legislation covering all aspects of functioning of a PG accommodation.
⦁ Separate PG Licensing system in place under this Act. All the PGs should be registered under a concerned authority and obtain valid license and it should be renewed periodically. PGs that are not registered under the authority must be shut down immediately.
⦁ Penalty for violation should be substantially high or proportional to revenue earned (currently it is Rs. 100)
⦁ List of the Registered PGs should be made available to the public.
⦁ Dedicated Centralized help desk system in place to take down the complaints related to PGs.
⦁ Make Emergency police Helpline numbers available 24*7 and should be displayed in all the PGs.
⦁ Service of authorized security guard in a PG on a 24*7 basis.
⦁ Installation of CCTV cameras in the entrance and other strategic locations.
⦁ Night patrolling to be done actively in the areas where PGs are located.
⦁ Police verification to be made stricter for PG owners/servants/helpers before they are being employed.
⦁ No objection certificate from fire and emergency services for the building and ensure that all fire safety measures are installed.
This petition will be delivered to the Hon'ble Chief Minister of Karnataka.
