Stop Central Ministers to campaign in State Elections.

There were many reports in media that our Prime Minister works 18 hours daily without any leave ever since he assumed office at New Delhi.If not the same other minister of his council are also working very hard which can be substantiated by any person who might have sought the appointment of any of his ministers in recent past. I wonder how these executive branch top notch people are able to spare voluminous time for election campaigning when they are not able to spare few minutes for a constructive discussion out of their daily routines.
We have observed in the recent legislative assembly elections in the state of U.P. , Punjab, Uttrakhand , Goa and Manipur, that central ministers including the prime minister have devoted hundreds of hours for election campaigning. There will be elections in every state during the tenure of current government in different time schedule's. Think of how much time of central ministry will be wasted towards campaigning for the party by these otherwise ever occupied ministers. Can't this be the responsibility of party hierarchy instead of the executive branch of the central government?
Here my petition is, except in case of his/her own elections the central ministers should be refrained from campaigning for the party purposes including the members of opposition who are occupying the important office of profit.
