New Hampshire residents pay some of the highest electricity rates in the country.  Some years ago, the state legislature began the process of deregulating the electricity market in an effort to get more competition and lower rates.  Large commercial and industrial customers have benefitted.  They use their leverage to negotiate for better rates.  Residential consumers can not do so unless they are part of a group, such as a town, that can negotiate with the utility serving that area, in this case, Eversource.  This will be a several step process:  the town of Gilford should appoint an Energy Committee which would apply to join the Community Power organization in New Hampshire (which can handle technical issues and billing), and coordinate details with Gilford residents, who could opt out of the group if they choose.  Eversource would still be responsible (and compensated) for reliability so there would be no change in supply, only rates, depending on community choices regarding energy sources (cheap renewable vs. expensive mineral).  Let's have a BJs-equivalent for electricity.
