Whereas it has been confirmed that the problem is "there are a myriad of issues that people in homeless encampments deal with, from severe and persistent mental illness, to substance abuse, to other barriers that are tough to get them into housing,” And,

Whereas, temporary housing is little to nonexistent in Charlotte, the solution is not to make people suffer alone and struggle to find their own resources for survival. The greatness of a city is not how it helps people to suffer but how it strengthens its citizens to be great and survive. And,

Whereas, there are a lot of citizens not on the streets who believe everyone deserves to be treated with humanity. No person is expendable or insignificant. If safe harbors are not available, the city owes decency to its inhabitants which includes protection and freedom from persecution, harassment  and other undue abuse. And,

Whereas, there are more than a few of us that believe causing further disruptions in an already difficult life is cruel and undue attention on  people causing no harm to the integrity of the city's functioning or safety. And

Whereas, the citizens care enough of its people to offer free goods for survival and health on a daily basis, we are concerned about the potential persecution furthered and supported by  potential mishandling by government on behalf of unaffected businesses and citizens. Be it resolved that government is to secure people and not be responsible for devastation. 

Therefore, grant a moratorium on removing people from spaces not currently inhabited by businesses and private homes.
