Change the Maintenance Enforcement Program for deadbeat parents

Change the Maintenance Enforcement Program for deadbeat parents
My wife, Stephanie has an ex-husband with whom they share 2 children. We have custody of those children plus we have 2 of our own together. During their divorce and custody agreement, he was ordered to pay children support to her, that amount was low for having 2 children at just over $300 a month. As of writing this now, he owes over $52,000. He has started to pay money towards that bill but that was after Stephanie had to find out where he was working, living, and having to report all of this to the Maintenance Enforcement program. They then made a payment arrangement with him but would not tell her what that arrangement was. He has now defaulted with that arrangement and there are no answers being given by the maintenance program.
The reason we write this is because of the lack of punishments for non-payment from deadbeat parents. The only thing this program does is revoke licenses and passports. They garnish government monies, but to get any garnishments from the employer, they do not do that work even though they have his SIN. It should not be the responsibility of the person who is supposed to be receiving the support. People should also be told what is happening with the case especially with any payment arrangements so they know what is happening so they are able to budget accordingly to support those children.
We are doing this petition to try and get more accountability and punishments for non-payment of child support. Families rely on this money to survive and the non-payers should be punished accordingly for willingly not paying for their children. Let's rally together and get the government of Canada to act accordingly on this matter.
