Change the age requirement to enter the NYC Aquarium without supervision to thirteen

The age requirement to get into NYC aquarium without supervision is currently 18 years or older, I believe that this should be reduced to 13, this is important to me because I am currently 15 and I wanted to know more about aquatic life and tried to go to the aquarium with a couple of my friends only to be rejected and told you must be 18. I think this makes no sense because in New York if you are 17 and have done drivers education you can legally drive, this means they trust 17 year olds to drive and possibly put their and others lives in danger but don't trust them to enter the aquarium. By not letting teenagers into the aquarium they are causing more of them, who would otherwise look to do something they can enjoy safely, to remain on the street and possibly do things they might regret in the future. I understand the fear of how they might cause trouble, so maybe give a waiver, that if they do anything deemed dangerous or inappropriate that they will be escorted off premises.
