Electoral College Reform

I understand the need for the electoral college, but I believe it should be reformed in order more accurately to reflect the will of American voters. I have a simple solution. No candidate totally wins or loses the popular vote in any state. Keep the electoral college in order to give states with lower populations a say in who is elected, but require the electoral vote to represent all of the voters in their states by splitting the electoral votes to reflect their states popular vote instead of letting the winner-take-all. This would make it far less likely that a candidate who wins the national popular vote to win the electoral vote while still giving due representation to smaller, less populous states.
