The Issue

We are looking to gain signatures of support from the residents of Altoona to allow backyard chickens. We feel that chickens provide many benefits to families. The more signatures, the more opportunity for city council to listen!

Based off of local communities such as Des Moines Proper, Johnston, Waukee, and Windsor Heights, it is suggested to modify Chapter 55.05 of the Altoona, IA City Code to reflect the following:

  1. Single family homes within the City of Altoona shall be permitted to keep laying hens; roosters are prohibited.
  2. Not more than five (5) chickens shall be kept by any person or persons on any parcel of land less than one acre in area.
  3. Coops shall be at least 15 feet away from any neighboring residence; such enclosures shall be of sufficient size to house the number of chickens permitted by state or national standards.
  4. The area is maintained free of odors, insects and rodents, and disturbing noises such as crowing, cackling and gobbling, causing no safety or health hazards to the general public or interfering with the enjoyment of life and property by any neighboring resident.
  5. No coop may be enclosed or fenced in the front yard of a dwelling or within a dwelling.

More detailed information can be found in this paper which cites specific studies regarding benefits of backyard chickens as well as rebutting arguments against.
