Business cashflow is broken by the COVID 19 pandemic. As an immediate relief to business the government should take the following action

1 - Suspend PAYE, VAT and other tax and excise duty payments by business for an initial 3 months

2 - Make available 0% loans to business of the PAYE paid in the last 3 months provided that these funds are used for wages payments

3 - Make available 0% loans to self employed people of the amount of tax paid in January 2020.
