I am a resident of Kootenai County and I am opposed to the pending Health Corridor urban renewal district  as submitted to Council for final approval on Tuesday, December 3rd at 6 PM. This proposal will have limited benefit and possible significant costs to the citizenry while while hugely benefiting large property developers. 

Our major concerns are:

1. The plan contains no contingencies for an economic downturn. Most Economists feel that the Country is long overdue for a recession/adjustment. The income projections (all property tax dollars) assume no recession and no housing collapse for 20 years. Such crystal ball thinking is nonsense. If a recession hits, the district could have no income, possibly for years. The plan is, by Tony Bern's own words, under-funded. It's a 20-year plan to address a 50-year solution.

2. Eminent domain will be used to acquire property. Right-of-way must be purchased and property owners will demand top dollar or say "no." To implement the plan, properties must be condemned. Small businesses, who lack the political connections of the special interests behind urban renewal, will be put out of business. See the concerns that Medicine Man Pharmacy has in a recent letter to the CDA Press.

3. Council should run the City, not the unelected urban renewal board, 2030, or special interests hiding behind the curtains. Accountability is impossible with an unelected board. The plan removes oversight by Council once the district goes into debt which will be very early in the process. At this point, the citizens have no recourse or control other than the extreme measure of recalling the Mayor and City Council.

4. There is no transparency! The current plan is vague, offering minimal details. Where are the "obsolete" and "under-performing" buildings? Why are townhomes, condominiums, and hotels mentioned without specifics as to dates and locations?

5. Understand that this plan affects property taxes, not just in Coeur d'Alene but county-wide. For 20 years property taxes will be diverted to the corridor without public oversight or accountability.
