CBSE 12th results- A barrier to droppers?

Getting into an IIT is my goal.

I am a 12th grade student from CBSE. I could not qualify in JEE this year. And neither could I do my boards so well. I couldn't give my best owing to different situations. I am not sure if I will score 75% aggregate (in PCM). I know that I can crack JEE with a long term coaching of one year. I wanna drop a year and aim for JEE 2019.

But wait. Is my Board result a barrier to it? Having done my 12th std in the CBSE board, I don't have an option of betterment in my board exams. When we are given a chance to improve our rank and attempt the JEE-Mains three times and JEE-Advanced two times, why set the 12th results a barrier?

This is the condition of most of my friends across our country. Join me in this struggle. If the minimum percentage criteria is removed, many more students can strive for a seat in the IITs. We will be given a second chance in true terms.
