Immediate revision of Winchester BID business plan

The business plan supplied by Winchester BID to secure a third term is of unsatisfactory quality, we demand an immediate revision of the business plan to include measurable targets and objectives, with clear and unambiguous budgets. We request precise information on how the additional levy raised (an increase of 22% on current budget) will be used or if satisfactory detail cannot be provided then the levy amounts must remain at current levels.

As businesses contributing towards the Winchester BID levy we are dissatisfied with aspects of the operation of Winchester BID - this has been expressed numerous times over the last five years, usually to be ignored by the BID, sometimes in favour of chasing their own agenda outside of the remit of their purpose.

With this petition we aim to have properly clarified and to renegotiate the business plan presented by Winchester BID to bring it up to a proper standard. Winchester BID needs to have accountability to us and to work for us for the improvement of all areas of business within Winchester. Currently, entire sectors are ignored and the organisation has been actively disengaging from the business community, particularly in those areas giving negative feedback.

The business plan as it stands shows maintenance of the status quo with most of the business plan revolving around 'continuing' current objectives. With an additional 22% in the budget it is unacceptable to just 'continue' with a set of objectives that have proved to be unsatisfactory to so many businesses during the last BID term. 

The financials provided in the business plan are at best vague, at worst they have been entirely fabricated as they differ wildly to the current budgets.
