Re. Single 74M tip wind turbine and associated infrastructure. Land north of Blaenpibwr, Capel Dewi, Carmarthen SA32 8AW.

Without prejudice.

We the host community of the proposed development, as undersigned below, write to express our rejection of the Community Benefit scheme promoted by the Industrial and Provident Society for community benefit as presented to you, by Carmarthenshire Energy Ltd in conjunction with Seren Energy Ltd, in support of the above planning application.

We reject the scheme because Carmarthenshire Energy Ltds’ proposal is that shareholders will receive an annual dividend, after which all profits, will be available to support other community renewable energy schemes, and for zero or low interest loans to householders and businesses in the county for low carbon household improvements.

We have been informed that Carmarthenshire  Energy Ltd will have 80% ownership of the project and Seren Energy Ltd will have 20% ownership. Seren Energy Ltd by a contractual agreement will undertake 50% of the capital investment and will receive a proportionate share of the profits.

We note that Seren energy Ltd is a private limited company for profit.

We believe that since the potential return on this project will be less than 30% of the maximum rating of the turbine, the above scheme will afford very little available for the vague undefined community benefit part of the proposal.

The scheme suggests that the development would  have a negligible impact on the Tywi Valley and its surrounds.

The community states that the proposed development would have a significantly detrimental impact on the area from a business, employment and amenity value of this unique part of Carmarthenshire.

We note that Natural Resources Wales has evaluated this area and the potential detrimental effect of this development on the Towi Valley and recommended rejection of this inappropriate development.
