Make gun amnesty programs better

Current gun amnesty programs are great for getting unwanted and illegal weapons off the street or out of the homes of people who no longer want them, and turning them over to police agencies. The problem is that these firearms are destroyed even if they are perfectly legal to own, many of them being historic pieces. There are over 2 million Canadians who currently hold valid firearms licenses and would give these unwanted firearms a new home. 

I believe that any firearms turned in, if legal, should be auctioned to law abiding firearm owners, with the proceeds being used to fund crime fighting and gun violence efforts such as outreach h programs for youth who may be susceptible to gang involvement, or other community policing efforts. This could generate millions of dollars for crime fighting and educational efforts while allowing people with clean police checks and proper licensing to buy unwanted pieces.
