There is still a huge problem of domesticated animals who do not have their place to live. High Kill shelters are overflowed and there is still no adequate solution coming from the Government. Unfortunately Government does not provide much resources to support health and wellness of homeless pets. That is why some people organize volunteer based rescues and help the government to deal with the existing situation, using money from their own pockets. People who adopt rescued pets are investing their time and money towards the well-being of domesticated animals providing a life-long care to them, so that said, government should give something back to those people. I believe that some money spent on the adopted pet care should be considered as a tax credit and donation towards Animal Care.
