We, the undersigned, urge the Campbell City Council & Planning Commission to consider our proposal for changing the ADU related ordinances to encourage the building of ADUs rather than discourage.
 
1) There should be no Below Market Rate (BMR) restrictions. This requires the City to staff up to administer the restrictions but it also imposes financial challenges to the homeowner since the cost to build an ADU is exorbitant in the Bay Area. Any quick calculation will show that linking BMR to ADU makes little financial sense and discourages the building of ADUs larger than 500 sf ft.
 
2) Setbacks on all sides should be 5ft. This would be consistent for all neighbors.
 
3) The excessive park permit fee of $7,500 should be eliminated or sharply reduced ($500) to promote the building of an ADU. The cost of building a small backyard unit is sky-high and excessive associated fees will have a negative effect on ADU adoption.
 
4) Elimination of the proposed attached ADU and Garage requirement of 1,100 sq ft. With the standard garage size of 24x24 (576 sq ft), this severely reduces the ADU size allowed to less than 524 sq ft.  Also, newer garages are built oversized to allow for parking for 2 SUV's which further reduces the ADU size allowed. This proposed change hinders and prevents building of ADU units. Eliminate the attached ADU and Garage requirement and utilize FAR (floor area ratio) consistent with other cities in the bay area (i.e. Los Gatos).
