HCYP started this petition to County Executive Calvin Ball and

1) January 1, 2019: Without notice HCYP basketball was not allocated one third of the daily gym hours they historically receive. The very same times HCYP was assured by the CUF (HCPSS Community Use of Facilities office) that we would be permitted.
2) The CUF office told HCYP the decrease in gym times we received were because of additional demand. Per a MPIA request we examined the actual permit records for all gym use and discovered that that statement was not true. Other organizations that were allotted gym times received at least double the gym hours per team that had been allotted to HCYP. When the executive director of the CUF office, Bruce Gist, was asked why HCYP was treated in this manner he replied, “mistakes were made” When Mr. Gist was then asked if his office knew how many teams the other organizations served, before his office allocated hours to those organizations, he refused to answer.
3) In mid-July 2019 a permit was issued by HCPSS and received by HCYP that the gym usage fees would increase by 20%. The increase was effective 7-1-19 and was the largest increase for HCPSS gym time use that I know of. For HCYP, this is an estimated increase of our HCPSS gym rental fee by THIRTY THOUSAND DOLLARS. When Mr. Gist was asked why we were not notified, allowing HCYP time to fund raise or increase registration fees, his reply was “the increase was not significant or important”. I want to be very clear, the increase is not the issue, but that Mr. Gist’s cavalier attitude does not demonstrate basic leadership skills to inform his largest sports program partner about an increase in fees that would require an additional THIRTY THOUSAND DOLLARS. Over many decades HCYP has always been an advocate for HCPSS funding and will continue our partnership efforts regardless of HCPSS treatment of HCYP.
4) In Spring 2019 HCYP submitted the September thru December permit requests that were due by June 1 as usual HCYP practice the past 37 years I have managed permits. We were later told HCYP would now have to redo those permits because the CUF office had decided that the permits due June 1, should now go thru March 30th. As HCYP submits dozens of permit applications, I requested that we not be forced to redo permits a second time as we did them correctly originally. Mr. Gist agreed and said we would not have to redo those permit applications because we had submitted them correctly originally. This is also per the policy. Later, Mr. Gist reneged making his words untrue by requesting HCYP redo this permits. Additionally, some of those permits would have to be redone a third time because he decided that he now wanted the weekend time submitted with daily times, thus making his statements false a second time. This is a paradigm shift since HCYP has always submitted separate weekend and daily permit requests so that tracking the billing for weekend times is accurate.
5) September 2019 HCYP BASEBALL/SOFTBALL was not permitted one single daily hour on high school fields while other organizations that serve fewer children were allotted daily high school field times. When Mr. Gist was asked why HCYP had not been allocated any daily high school field times, againhe would not answer. Mr. Gist requested time to meet with the HCYP Board which I immediately agree to. Since that time, I have asked Mr. Gist on numerous occasions to give me dates when he would be available to meet, he has refused to give the HCYP Board an answer.
