Overview

A large, commercial daycare facility is being proposed for the corner of Kipling Rd. and Thurlow Rd. in Fairfield (details regarding the proposal can be found here). Some critical points about this development include:

  1. They are proposing to tear down a 3,282 square foot duplex that has provided rental accommodation, and replace it with a 6,712 square foot commercial daycare facility.
  2. The facility will have 86 childcare spots (36 infant/toddler spots and 50 preschool spots).
  3. The facility will also have 15 staff when operating at full capacity. 

Concerns

The signatories to this petition are strongly opposed to this proposed development for the following reasons:

Traffic and public safety

o  A maximum of 86 children plus 15 staff equates to 101 individuals/families commuting to and from this facility twice each day.

o  It is reasonable to expect that this would equal 60 to 80 (or more) cars commuting through, and parking on, neighbourhood streets twice each day.

o  This will result in significant additional congestion on streets already busy with commuters and school drop offs at Sir James Douglas school. 

o  This also poses a safety risk to the families who currently commute on foot and by bike in this community (and who already face significant traffic pressures with commuters and drops offs at Sir James Douglas school).

Impact on availability of playground and park space

o  The proposed facility does not appear to have sufficient space to support outdoor activities for all children enrolled.

o  Nearby public parks (Robert J. Porter Park and Brooke St. Park) are likely to be overwhelmed by children from the daycare, limiting access to these public spaces by other existing users.

Size and scale

o  This facility would be one of the largest daycare facilities in Victoria and would be located in a residential neighbourhood.

o  It does not align with existing zoning (as illustrated by the rezoning application and numerous variances requested).

o  Nor does it align with the recently published Gonzales neighbourhood plan that highlights support for additional daycare "in accordance with zoning" (recognizing that the Fairfield Neighbourhood plan is in progress). 

Parking

o There is a concern that families will park their vehicles for the day on neighbourhood streets that are already congested with parking. 

o  There is insufficient parking available for upwards of 100 staff and families commuting to and from the facility twice each day.
