台灣三立集團經營的頑皮世界私人動物園，即將自非洲史瓦帝尼引進18隻瀕危網紋長頸鹿及白犀牛、羚羊、斑馬等野生動物，用以圈養展示牟利。這不是為了保育，更會嚴重傷害動物福利，完全是自私的利益考量！別讓牠們必須歷經各種運輸等痛苦緊迫進入台灣，這裡沒有草原、沒有自由，只有單調枯燥狹小的水泥人工環境，與必須不斷討好遊客的互動體驗。

•  長頸鹿族群正走向「無聲的滅絕」，保育刻不容緩

2016年12月，長頸鹿在世界自然保護聯盟瀕危物種紅皮書(IUCN Red List of Threatened Species)上首次被提升為「易危」（Vulnerable）等級，研究顯示在30年間，長頸鹿的數量下降了36%-40%。長頸鹿的專家指出這些「溫柔的巨人」正走向「無聲的滅絕」。接者，長頸鹿也在2019年正式被列入CITES附錄二, 代表「族群數量稀少須有效管制貿易」。

• 動物真正來源不清，恐助長野外非法野生動物貿易

三立集團要引進的這批網紋長頸鹿來自非洲史瓦帝尼——一個沒有原生長頸鹿的國家。根據2013年長頸鹿保育基金會（GCF）調查資料顯示，該國內有史以來只有安哥拉長頸鹿與南非長頸鹿，且都是從鄰近國家引進，並於國內人工繁殖。台灣動保組織向國際人道協會（HSI）南非辦公室熟識當地動物買賣的主管進一步諮詢，對方表示：根據他們瞭解，史瓦帝尼確實沒有網紋長頸鹿。且根據CITES交易資料庫，自2019年長頸鹿列入CITES附錄二後，網紋長頸鹿的原生國——肯亞、索馬利亞、衣索比亞沒有輸出長頸鹿到史瓦帝尼的紀錄。因此三立集團擬一次購買的18隻長頸鹿，究竟如何取得? 如何確認動物不是從野外捕抓走私的？若沒有合法可靠文件佐證2013-2019年間，有網紋長頸鹿被引進史瓦帝尼並經人工繁殖成功，那麼這批長頸鹿的來源就極可能涉及非法獵捕與貿易。

• 三立集團是與「魔鬼」交易！動物來自極具爭議的Big Game Parks

更令人擔憂的是，三立集團交易的對象是在全球野生動物貿易上備受爭議的Big Game Parks。該單位獨攬史瓦帝尼國內野生動物管理大權，並握有該國CITES科學與管理主管權，因此任何的野生動物買賣，都是球員兼裁判的在進行。BGP過去更是多次主張扭曲的保育政策，前後一共將28隻瀕危的非洲象販賣至美國動物園，並極力倡議象牙與犀牛角貿易的合法化。三立集團根本是與「魔鬼」交易！

• 三立頑皮世界整體圈養環境惡劣及醫療照護專業不足，可謂長頸鹿墳場

無論在野外或圈養環境下，長頸鹿平均壽命可長達20至30年。自2008年，頑皮世界陸續從美國、台灣其他動物園取得的5隻長頸鹿，其中有4隻不到10歲就死亡，死亡原因包含感染寄生蟲、舌頭病變、嘔吐物阻塞導致窒息；最近一隻，更是勒死在人工設施裡！頑皮世界不具備提供長頸鹿良好照顧的能力，而這次引進大批長頸鹿的行為， 被認為是「補貨」——補足先前「折損」的長頸鹿數量，以娛樂大眾繼續獲利。
除了這18隻長頸鹿，圈養環境惡劣、罔顧動物福利的頑皮世界還想引進其他野生動物，包含同樣瀕危的白犀牛、斑馬、羚羊等。若繼續保持沈默，將會導致更多動物受虐！

Call for the Taiwanese government and Sanlih E-Television to stop the international trade of 18 giraffes and other wildlife.

Wanpi World Safari Zoo is a private zoo in Taiwan owned by Sanlih E-Television group. The zoo plans to import 18 endangered reticulated giraffes, southern white rhinos, antelopes, zebras and other wildlife, for the sole purpose of commercial profit. This import is certainly not for conservation, but a selfish, profit-orientated decision that will sacrifice the welfare and perhaps lives of the animals. The animals will suffer immensely during the long transport in order to arrive in Taiwan, then be placed in barren, concrete enclosures without freedom at Wanpi zoo, while being forced to closely interact with visitors and tourists.

• Giraffes are facing a “silent extinction,” immediate action needs to be taken.

In December, 2016, Giraffes were listed to ‘Vulnerable’ on the IUCN Red List of Threatened Species for the first time ever. Research have shown that within the past 30 years, giraffe numbers in the wild have dropped by 36% - 40%. Giraffe experts note that these “gentle giants” are currently undergoing a “silent extinction.” Furthermore, in 2019, giraffes were officially listed in CITES Appendix II, which means that the species is not necessarily threatened with extinction, but trade must be controlled in order to avoid utilization incompatible with their survival.

• Due to the questionable source of import, Wanpi could be potentially proliferating the international illegal wildlife trade.

The giraffes Sanlih E-Television is set to import is from Eswatini (Swaziland), where there are no native species of giraffes. According to the 2013 Giraffe Conservation Foundation survey, there have only ever been Angolan giraffes and South African giraffes in the country and they were all imported from neighboring countries and then bred in captivity. After further consultation with Humane Society International in South Africa, they pointed out that as far as they know, Eswatini does not have any reticulated giraffes. Based on the CITES trade database, since 2019 after the giraffe listing in CITES appendix II, there have been no exports of reticulated giraffes to Eswatini from their native countries (Kenya, Somalia and Ethiopia.) So the question is, how is Sanlih E-Television able to purchase 18 reticulated giraffes from Eswatini when there are no known populations in the country? Were these animals caught from the wild and traded illegally? If there aren’t any legal documents to prove that there have been reticulated giraffes legally imported and then bred in Eswatini between 2013-2019, then the real source of the giraffes is very concerning and likely to be linked with the illegal capture of wildlife and trade.

• Sanlih E-Television is trading with the devil! Animals being imported from a controversial facility – Big Game Parks

Another concerning factor is, the Eswatini exporter of the animals is a highly questionable facility called Big Game Parks (B.G.P.). The facility holds the authority to manage wildlife nationally in Eswatini and the management is controlled by a man named Ted Reilly, as well as his family, who are also the CITES Management, Scientific and Enforcement Authority in Eswatini. This means that as both the player and the referee, Big Game Parks can decide on all forms of wildlife trading without any third-party oversight.
B.G.P. and Ted Reilly also hold very bizarre policies on conservation. They have traded 28 elephants in total to several American zoos and also openly support the legalization of international trade on ivory and rhino horns.

• Wanpi World Safari Zoo enclosures are horrendous and they do not properly take care of animals. It will simply become a gravesite for the giraffes.

Whether in captivity or in the wild, giraffes have an average lifespan of 20-30 years. Since 2008, Wanpi has imported a total of 5 giraffes from the US and other Taiwanese zoos, with 4 of them dying before the age of 10. Cause of death include parasitic infection, tongue lesions, and asphyxiation. The most recent death involved a giraffe that was strangled after getting stuck to an “enrichment” setup at the zoo. Wanpi does not have the capability to take good care of animals and this large import of giraffes is merely to “restock” to attract more visitors.
 
Apart from the 18 giraffes, Wanpi World Safari Zoo is also planning to import southern white rhinos, zebras, antelopes, and other wildlife. We cannot stay silent and we must stop this import, please join us in getting our voices heard.
