Call for coronavirus testing for all those travelling to Shetland

We call on Shetland Island Council, NHS Shetland and the Scottish Government to work together to introduce a system of voluntary coronavirus testing and isolation to be made available to all people arriving in Shetland.

This system is urgently needed to enable early identification of Covid-19 infection in people arriving in Shetland and to reduce the risk of introduction and spread of Covid-19 to the Shetland community.  This will reduce the pressure on the Shetland NHS services and help protect the Shetland community from Covid-19 infections.  It could also help protect the Shetland community from the introduction to Shetland of newly emerging variants of the Covid-19 virus.

Please find a suggested testing and isolation protocol for discussion below.

The proposed Shetland coronavirus testing scheme would be voluntary and organised jointly between Shetland Island Council and NHS Shetland.  

* All travellers arriving in Shetland would be required to complete a registration form stating their travel history for the last 14 days and where they will be staying for their first 2 weeks in Shetland.
* Arrivals would need to either a) produce a certificate showing a negative Covid-19 test result which has been taken within 72 hours of their departure for Shetland or b)take a test on arrival in Shetland (day 0) even if they have no symptoms.
* If the first test is negative, there is a voluntary period of isolation. If an individual is required to perform essential work in Shetland during this isolation time, then arrangements should be made to limit to an absolute minimal their numbers of contacts.  We would also advise daily temperature checks during this period.  NHS guidance should be followed if an individual has any symptoms of Covid-19 during this time.
* A second test should be carried out between day 5 and day 7 after arrival in Shetland.  If this test is negative the isolation period can end but people would still be strongly advised to minimise contacts until day 14.  If a second test is not taken isolation should be continued for 14 days.
* If the UK covid -19 situation deteriorates further then advice could be extended to include continuing isolation for 14 days regardless of the second test result, with a 3rd test introduced on day 12.
* The NHS would arrange a phone call during the isolation period to ensure that the isolation guidance is being complied with.
* If at any stage a positive Covid-19 test result is received, or someone shows symptoms of coronavirus then the Scottish government guidance on seeking further advice, isolation, testing or treatment, should be followed.
