Assembly Bill 1400 will extend health care to all Californians by establishing health care as a right. In California, there are a staggering 3 million people without insurance. Additionally, many more insured Californians cannot access medical services because of the high cost of copays and other fees associated with using their health insurance. The COVID-19 pandemic exposes just how critical it is for health care to be accessible to all Californians.

AB 1400 will establish affordable universal health care in California by creating a new system called CalCare. CalCare will be more comprehensive than what is required by the Affordable Care Act. Californians will have access to medical, dental, vision, and hearing care without any premiums, copays, or out of network fees. Additionally, CalCare includes prescription drug coverage, long-term care, mental health, substance abuse treatment, and preventative care. No one can be denied coverage based on their employment or immigration status if AB 1400 passes.

During the COVID-19 pandemic, for-profit insurance companies report record-breaking profits, even though medical bankruptcies are at an all-time high. As Assemblymember Ash Kalra said, “People are dying and suffering. They’re going bankrupt and starting GoFundMe pages just in order to survive in the wealthiest state in the wealthiest nation on earth.” Californians need universal health care. It is a life and death situation.

AB 1400 is endorsed by the California Nurses Association (CNA). Through their work on the frontlines of this pandemic and before that, nurses know the need for a system like CalCare. Nurses’ support for universal health care in California goes back decades because they understand the problems that arise when our current health care system places profit ahead of patients. “The COVID pandemic has just underscored the desperate societal need for this program now. CalCare will ensure that public health is the priority of our health care system, not making a buck for insurance corporations,” said Bonnie Castillo, the executive director of the CNA.

“A single-payer health system represents the belief that health care is truly a human right. Our current system results in unjust outcomes, and these inequities are underscored especially now, exacerbating economic downturns for working families who have lost their income and meaningful access to health care,” said Assemblymember Ash Kalra. “We will have a long fight ahead in fixing our broken system, but this bill will set us on a real path towards a single-payer system and affirms the policy that would save lives, decrease suffering, and improve public health in California.”
