It should be the duty and a requirement of the California Department of Corrections and Rehabilitation to establish a statewide policy and procedure for retired sworn peace officers who have honorably retired from the department. It is both an expectation and presumption by those within and outside of the profession that Law Enforcement agencies are prepared for this eventuality. These factors are further amplified when a agency lays claim to having an Honor Guard Team/Unit. In fact, the survivors of the Law Enforcement community, and agency itself, and the others connected to the Deceased will regard the Honor Guard as a primary entity responsible for laying the officer to Rest in a ceremonious reverent manner,I.e. a two person detail presentation of folded flag to the family of the deceased. While the complexities of funerals can be vastly different,an Honor Guard Team should be no less dedicated and committed in performing its duty. To the end.This preparation will also inevitably enhance the agency’s confidence and competency. The representation of the CDCR at funeral/memorial services expresses the Department’s sympathy to the family and friends of all active or retired sworn personnel. Once the department is notified of a death of retiree ,contact is made with the family of the deceased within 48 hours. An departmental memorandum should be circulated, and the request granted if family request Honor Guard at the services of their loved ones.
