Kelly Tittle started this petition to California State Board of Barbering and Cosmetology

Hair salons routinely price services based on gender and charge women more than men. Charging more for a service on the basis of gender alone is not only illegal in California, it is discrimination.

Stand With Us to Fight Against Discriminatory Pricing in Hair Salons.

It’s been 25 years since California passed the Gender Tax Repeal Act of 1995, a law banning hair salons from charging clients different prices based on their gender, yet it happens every day. Women's haircuts typically cost more than men's haircuts despite oftentimes taking a similar amount of time and skill to complete.

We are Asking The California State Board Of Barbering and Cosmetology to Enforce the Law.

Hair is hair. Hair has no gender. Whether it's short, long, thick, or thin, everyone's hair needs are different. Charging one gender more for a service that takes roughly the same amount of time and skill is against the law. The California State Board of Barbering and Cosmetology has the power to enforce this law—a law they list on their website, a law that is taught in cosmetology school, and a law that protects against discrimination—and yet they choose not to.

How Can We Expect Salons to Follow the Law When No One is Enforcing the Law?

When we reached out to the California State Board of Barbering and Cosmetology asking how they enforce the law ensuring people are not discriminated against, they responded, "Our Board does not have any oversight over the pricing of services so there is not much we can comment on." They require salons to be clean and safe, but we are demanding they also require salons to treat their clients equally.

Fine Salons That Discriminate Against Women.

We are demanding the board comes up with a solution to enforce this 25-year-old law by punishing or fining salons engaging in gender-based price discrimination.

Fair Cut, a documentary directed by Kelly Tittle, interviews hair stylists all over California, as well as Congresswoman Jackie Speier, to uncover the truth about gender-based pricing and why it persists, even with laws in place to prevent it.

Fair Cut is currently playing in festivals around the country and recently won Best Short Documentary at The Hollywood Women's Film Festival, as well as at the Creation International Film Festival.

Fair Cut will be available to the public in early 2021. For more information on the film and screenings, visit faircutfilm.com.
