I am asking for your help Change.org readers because my community and several other California communities have appealed to our judges to consider numerous safety concerns and unique vulnerabilities we face in placement of sexually violent predators.  Our concerns are dismissed by judges as there exists no law to officially guide them as to what minimum safety standards should be considered in placement of sexually violent predators. I am contacting you to respectfully request your support for Assembly Bill 262 which will ensure sexually violent predators are placed in communities with the law enforcement protection needed to keep the public safe. Currently, California families are subjected to court discretion with regard to placement of sexually violent predators. Countless times community members have emphasized legitimate safety concerns pertaining to the lack of infrastructure where sexually violent predators are placed including, but not limited to, unpredictable response time of law enforcement. Countless times these concerns are dismissed in favor of convenience dismissing significant safety issues experienced by both the general public and sexually violent predators.

Assembly Bill 262 establishes a statewide minimum safety standard that guarantees the release of sexually violent predators shall be within an appropriate vicinity to law enforcement to better ensure timely response to any emergency call. Further, this legislation formalizes existing policy and establishes uniform protection against the inadvertent association of sexually violent predators with serious or violent felons through a landlord-tenant relationship. This bill increases public safety by identifying reasonable parameters for the placement of some of the State’s most notorious and dangerous sex offenders. Additionally, while this bill increases public safety, it does not unnecessary infringe upon any rights or privileges of lower risk sex offenders.

Given the limitations of our scientific knowledge of recidivism as it pertains to sexually violent predators, our laws should reflect what is known. We are aware of the propensity and predisposition of sexually violent predators to commit egregious sex crimes that violate human rights and dignities. We can acknowledge that sexually violent predators are also vulnerable without sufficient law enforcement presence. Please help keep our community safe by approving Assembly Bill 262.
