Matua Chamorro Council started this petition to Cai Lingli-Imperial Pacific International and

To date or since five years ago, there is NO RE-INTERMENT and REBURIAL facility and structure built as PROMISED and REQUIRED by law at this ancient Chamorro village and burial ground at i Sengsong Anaguan

This is a moral and ethical obligation by parties involved in the desecration of this culturally sensitive site for the Chamorros or Taotao Tano - in order to begin the reburial process for the hundreds or nearly 1,000 ancient Chamorro remains that were excavated at this ancient village.

Yet, the construction of the mammoth structure for the casino and hotel began in 2016 up until today with no foreseeable finish date for the building. But they have not built not even one hollow block on the at least 1,000 square meters space for the Re-Interment & Reburial site at the ocean side of Anaguan Bay or Lagunan Anaguan on the property, which should be at least 150 feet away from the 'high water mark' zone or 300 feet inland.

Since 2015 hundreds of our ancient Chamorro ancestors' burial ground dated 1100 A.D. or over 1,000-year-old ancient village and burial site of i Sengsong Anaguan; now known as Garapan's business district where over 400 ancient Chamorros were disinterred or excavated to make way for the Best Sunshine Grand Mariana Casino & Resort, now known as the Imperial Pacific Resort owned by Cai Lingli of Imperial Pacific International - a British Virgin Island incorporated investor.

Dr. Michael Dega, David Perzinski and associates of Scientific Consultants Services, Inc., of Honolulu, Hawai'i were contracted by BSI & IPI at $3.2 million dollars to do the three months archaeological work at the ancient village where they dug out hundreds of our ancient Chamorro ancestors' remains or TATAUTAU Niha - TO'LANG Niha from their graves or NAFTAN.

Since 2015 our ancestors have been stored and displaced to several locations including a 40-footer metal shipping container and storage rooms at the museum, and other storage facilities. And including the over 200 of our ancestors' remains that were dug out by Swift Harper Archaeological Resource Consulting (SHARC) from the same site for the former Nakamoto project (1999) that were stored for years.

It's been four years since these foreign investor BSI and IPI, including this archaeologist, have not constructed a Re-Interment structure for the reburial of our ancestors.

And more importantly, the government - DCCA, and HPO have not formally accepted the "Draft Final" Archaeological Data Report submitted by Dr. Dega since December 2016 and December 2017.

And equally important, the government - DCCA, HPO, and the Attorney General have not addressed the RESULTS of the two 'Independent Reviews' of BSI and IPI's contracted archaeologist - Dr. Dega's archaeological work and archaeological reports that were reviewed by Dr. James Bayman of the University of Hawai'i Dept. of Anthropology and Archaeology in 2016 and 2017.

The compliance to Federal laws, CNMI laws - P.L. 3-39, P.L. 10-71, etc., HPO rules, regulations, and policies - NEEDS to be addressed by both the CNMI and Federal with respect to the destruction and desecration of i Sengsong Anaguan.

WE DID NOT FORGET THE PEOPLE OF ANAGUAN VILLAGE...WE REMEMBER YOU TAOTAO i SENGSONG ANAGUAN...WE WILL NOT REST UNTIL YOU HAVE RESTED AGAIN!
