We, the undersigned, citizens of Risca and the surrounding area, petition Caerphilly County Borough Council against the proposed development of 18 self-contained apartments with on-site parking and amenities at the location below.

The reason for this petition is that we, the residents, deem this proposal to be unsuitable for a variety of reasons including:

Highway safety concerns where there is the potential for dangerous turning movements in/out of the proposed access

Location of access is opposite a well-used junction to Ty Isaf, whereby queuing traffic has the potential to force motorists into performing dangerous manoeuvres to avoid possible conflicts when using the B4591 in either direction or entering / exiting Ty Isaf and/or Tanybryn.

The B4591 is currently party to a mobile speed camera enforcement site, which would have meant that vehicle mean/85th percentile speeds are seen to be too high for the speed limit and have met the threshold for Safety Camera Unit intervention. With the addition of a new access for 18+ vehicles, there is a real safety concern that this could turn into a collision cluster site once the development has been built.

Amenity - The proposed accommodation would dwarf the surrounding existing homes in the area, and objected by the councils’ landscape architect.

The montage drawings are completely out of scale, indicating the structure is half as tall as the actual measurements provided to planning. The use of these drawings we feel was ethically immoral to get the design /application through the planning process. The drawing that is shown with this petition! 

Incompetence of CCBC planning when approving the site. It is noted that concerns have been raised previously by residents and Ward Members alike to which planners have overlooked previous engineering safety reasons on other developments being rejected in this location, although far more subtle and appropriate to that which has now been approved.

The most recent application to return 4 x 2-bed apartments brought on the basis of a fraudulent argument, this clearly proved by Highways yet still approved.

To date there has been a complete lack of opportunity to object. The vast majority of many residential properties in the neighbouring Ty Isaf and Tanybryn estates have not received any such notice of these proposals, nor have notices been erected on site to detail these. Note, there is an information board adjacent to the bus shelter in which the proposed development is directly adjacent, and no notices have been erected there either. Many hundreds of residents have only found out about this development through word of mouth and through social media, which is unlawful.

We demand that this proposal be reviewed and rejected by CCBC Legal Services, Planning Department, the Chief Executive and Scrutiny Committee.
