The CA Department of Finance has taken the position that the Officer Bradley A. Moody Memorial Underpass project is not an “enforceable obligation,” despite the existence of a TCIF Project Baseline Agreement between the former Richmond Community Redevelopment Agency and Caltrans, despite the investment of over $2.7 million in taxpayer money for design, despite over $1.5 million invested by utility companies for relocation work, despite the acquisition of property and easements for the project, and despite $28,075,000 in grant funding already secured for project construction.
The Department of Finance is effectively trading $32,525,000 for $6,200,000 ($5.25 for $1.00).
Completion of this project is critical to our community. Among other benefits the project will:
1. Resolve serious life safety issues caused by frequent and sustained train blockages of the entire Marina Bay area of Richmond.
2. Ensure uninterrupted access to regional transit at the proposed Richmond Ferry Terminal (the project is critical to the viability of the proposed ferry).
3. Create sorely needed jobs and economic activity in Richmond, a community that has had an unemployment rate of 18% in recent months.
4. Improve air quality by reducing the amount of time that vehicles spend idling during train blockages.
