我們是一群關注香港民主發展的馬來西亞人,在此強烈譴責中共政權無視香港人的抗議,繞過香港立法會,在全國人大會議強行通過《港區維護國家安全法》(或簡稱港版《國安法》),讓香港「一國兩制」名存實亡。

《中英聯合聲明》清楚列明除外交和國防事務屬中央人民政府管理外,香港特別行政區享有高度的自治權:行政管理權、立法權、獨立的司法權和終審權。中英雙方都承認該聲明具有同等約束力。如今,中共政權卻公然違背《中英聯合聲明》,毫不尊重契約精神,成爲國際社會一大恥辱。

我們强烈抨擊中共野蠻霸道的行爲,此作風必然傷害國際社會。如果世界各國可違背簽下的國際公約,那麽世界便是一片紛亂,各地陷入戰爭狀態。中共此舉不禁讓我們質疑中國政府的誠信。倘若哪天我國政府與中國政府,針對南海主權課題簽下條約,試問中共政權是否一樣,以自身利益爲中心,自我詮釋條約,更蠻不講理地自行毀約,帶領軍艦闖入我國海域,公然挑釁我國主權?

中共橫行霸道的作風已顛倒國際秩序,因此,我們呼籲國際社會務必立刻制裁中共政權,共同守護我們所堅持的自由和民主價值。

當時中國核心領導鄧小平給出港人治港承諾,並保證「香港50年不變」,短期不變長期不變的道理。然而,香港主權轉移才進入第23年,其自治權已經蕩然無存。事實證明,在一個極權的國家裡,獨裁政權對人民的承諾只是紙燈籠,一燒化灰。

無論是反送中運動或是去年香港區議會選舉,香港人民通過選票與行動,明確表達自己的政治意志及憤怒。中共政權非但沒有吸取教訓,反而加速干預香港事務。我們在此強力譴責中共政府的無恥,為了保住統治權力,不惜踐踏民意。

我們深刻體會香港人對於《國安法》的恐懼,因為在一黨專政的國家,人民今天已犯下明天的罪。國陣政府就曾使用類似惡法,如《內安法令》及《國安法》,打壓異議份子。大規模的逮捕行動可追溯到80年代的茅草行動,當時警方就以危害國家安全為由未審先扣119名朝野政黨領袖、華教人士、環保分子、社運分子、宗教人士等。近代則是發生反對盜賊統治、要求乾淨選舉的淨選盟5.0集會前夕,警方援引《國安法》扣留該組織主席瑪麗亞陳長達十天,企圖製造寒蟬效應。

中共政府頒布港版《國安法》,只不過要更有效地清除香港內的反對聲音。種種案例顯示,任何追求自由、民主的維權律師或知識分子,都會被視爲對極權的威脅,便會被掛上「顛覆國家」之罪名,劉曉波便是其一。我們提醒中共政權不必太過得意,强權下的片刻寧靜只是暴風雨的前夕,高壓的政權必定引發更大的反彈,最後將反噬自己。

We are a group of Malaysians who are concerned about the progress of democracy in Hong Kong. We strongly condemn the Chinese Communist Party (CCP) for disregarding protests of the Hong Kong people and bypassing the Hong Kong Legislative Council to forcibly approve the highly unpopular national security law, thus sounding the death knell of the ‘one country, two systems’ principle.

The ‘Sino-British Joint Declaration’ clearly stipulates that except foreign and defence affairs which are the responsibilities of the Central People's Government, Hong Kong Special Administrative Region (SAR) enjoys a high degree of autonomy: executive, legislative and independent judicial power and final adjudication. Both China and Britain acknowledge that the declaration is equally binding. Yet now, the CCP has become a farce among the international community after they openly violated the "Sino-British Joint Statement" and has failed to honour the spirit of the contract.

We strongly criticize the brutal and overbearing behaviour of the CCP that will certainly disrupt the international order. If states can violate international treaties and conventions as they please, the world will be in chaos or worse, in a state of war. We therefore can’t help but question the integrity of the Chinese government for making this hasty decision. For instance, if the Malaysian and the Chinese government have signed a treaty regarding the subject of sovereignty over the South China Sea some years down the road, will the CCP turn their back, walk away from the treaty, send warships into the region and openly challenge our state sovereignty, all in the name of self-interest?

CCP’s bullish attitude has upended the international order. Hence, we call on the international community to immediately sanction the CCP and, together, to protect freedom and democratic values that we have cherished and shared.

The former Chinese leader Deng Xiaoping promised the Hong Kong people that Hong Kong will not change for 50 years. However, the fact that Hong Kong's autonomy has now vanished only 23 years after the transfer of sovereignty proved that any promise made by a totalitarian country to its people can't be relied upon.

The Hong Kong people have clearly and unambiguously shown their political will and anger through the Anti-Extradition Movement and the Hong Kong District Council elections held last year. The CCP did not learn from the lessons, but even tighten its grip on Hong Kong’s affairs. Therefore, we strongly condemn CCP’s shamelessness for trampling on the general will of Hong Kong people in exchange for preserving CCP’s regime and power.

We understand Hong Kong people’s fear for the national security law, as people can be criminalised anytime under an authoritarian single-party rule. The Barisan Nasional regime in Malaysia was notorious in using draconian laws such as Internal Security Act 1960 (ISA) and Security Offences (Special Measures) Act 2012 (SOSMA) to suppress dissidents. Mass arrest happened in the 80s when police arrested 119 politicians from the opposition and the government, Chinese education activists, climate activists, social activists, religious leaders and so on under the ISA, all in the name of preserving national security. A more recent instance happened just before the Bersih 5.0 rally which protested against kleptocracy and demanded clean election. Police arrested and detained chairperson Maria Chin for 10 days under the SOSMA to create chilling effect.

We therefore opine that CCP's Hong Kong version of the National Security Act aims merely to effectively wipe out dissidents in Hong Kong. Many instances have proven that human rights lawyers and intellectuals who wished to pursue freedom and democracy were deemed a threat to the tyrant and criminalised for “inciting subversion of state power”, with Liu Xiaobo being one of the well-known examples. We would like to remind the CCP that they should not be overjoyed, as the transient peace under a totalitarian regime tends to be the calm before the storm. History proves that oppressive regimes often trigger larger backlash which, in the end, engulfs themselves.

Last but not least, we stand in solidarity with the Hong Kong people and fully support the democratic movement in Hong Kong. May your persistence become the bastion of the free world. We will stand with you and resist the CCP's authoritarian regime together.
