Safety from speeding cars on Beach St (Port Phillip-Port Melbourne/St Kilda etc)

There is nothing better as the weather heats up than being able to take the family to the beach for the summer months. 

Every year, however, warm weather tends to bring on reckless behaviour...from motorcyclists to drivers wanting to show off their cars or their driving prowess to speeding truckies. 

Whilst there is a 60km speed limit down Beach St (and 40km on Bay St which I rarely see acknowledged), this does not deter these drivers...and the lack of police resourcing to correct speeding behaviour is restricted to one vehicle only across an extensive area. 

I would like something to be done about this so that families including innocent children are kept safe as they cross busy Beach St from Todd Rd all the way down to the St Kilda area (and no doubt beyond)-main issue I see is from Bay St to Kerferd Rd. This could either be by installing cameras on posts to provide speeding fines, speed bumps or greater resourcing on the roads.
