Last year, Bungie released an action plan for the release of their year 4 "Beyond light" DLC, which included the introduction of their Content Vault. They explained that they were removing content from the first year of the game during the release of their year 4 content. This included the Main storyline, as well as the Curse of Osiris and Warmind DLCs as well as several locations. This was a blow for players who enjoy the story content, as the amount of playable game was reduced dramatically, and made it harder for new players to approach the game. 

This year, with the delayed release of the year 5 "Witch Queen" update, they have announced that they will be removing year 2 content, primarily including the Forsaken DLC. Once again this is paid content which is being taken away from players who have paid for it. 

It would have been acceptable if this was free content being cycled out to save space, however this is core storylines which have been paid for, which players should have the option to keep. 

For this solution I would like to propose an option much like what is seen in the Master chief collection, where individual players can pick and choose what content they have installed. The weapons and armour sandboxes and availability would stay the same, but locations and campaigns would be accessible once installed.
